    No. iWeb was terminated after Snow Leopard.

    Yes if you have a copy of it.  If you can boot your old MBP into Target Disk Mode,  Transferring files between two computers using FireWire,  you can copy the iWeb application and the domain.sites file to your new MBP.

     

    Otherwise you'll need to purchase a copy of the iLife 11 disk from a 3rd party retailer like Amazon.com or eBay.com.

     

    However, since iWeb has been discontinued for about 2 years this would be a good time to migrate to a supported, modern web design app.  One that many have migrated too and is very much like iWeb in GUI and operation is EverWeb.  For other possible alternatives to iWeb search the iWeb forum for "iWeb alternative" or "iWeb replacement" to get numerous topics on the subject.
