I found the issue. If you are a member of a team Apple developer account, agent has to login to the itunesconnect first and add you as a user to the itunesconnect, same as developer account.

Nov 16, 2014 1:03 PM in response to vietanh85by nimblenate,Same issue. I can log into developer.apple.com and see that my iOS developer license is valid:
iOS Developer Program
Expiration Date: May 12, 2015
But I cannot log into iTunes Connect. It's driving me nuts! Please advise.

Dec 10, 2014 6:13 AM in response to [deleted]by Gladiator69,I have this problem, and am getting the hump on big time. Sat on hold with apple support. I will in fact keep ring up for the next 24 hours just to get my point across. Why on earth don't they have a 'resend' button. Honestly, I despair..

Dec 10, 2014 7:31 AM in response to nimblenateby nimblenate,I had the same issue and discovered that Apple Support can indeed resolve the issue. Their number is 847-939-9050. You will probably need to have information about your developer's license for them to pull up your account. For my call, I used my Team ID.
~hope this helps.
