The location services buttons in my iPad Air are greyed out and I cannot turn it on, tried restarting, tried updating to iOS 8.1
nothing works. Sorry if I am in wrong area, getting confused as to where I must post. Thanks.

EXCELLENT! Should have gone straight to Apple communities half hour ago. For those who read this person's answer, once you click on privacy, location settings is at the very top of the page.

Try disable all restrictions.
To extend DIavonex's answer, make sure you check settings> Privacy>Location settings. and if they're on and its not working go to settings>general> restrictions and disable the restriction for location settings. Hope this helps!
Thanks all but nothing has worked I did both of the above, turned on and off. Tried sharing location, zilch. anyone have other ideas.
