I have exactly the same issue, although I found out that, if I try to check "photos" in iCloud it says I need to upgrade, from 5GB to 50GB, and that I have 47 GB photos...the only thing I want is to stream the god **** photos! What do I do? HELP!!
As I see it, the only way to get photo stream to work again is to upgrade iCloud! Can it be for real?? Apple help is wanted now!
ANd yes everything has been checked, connection etc, the funny thing is that photo stream works between my iPhone and iPad, but NOT to my iMac!!

You are mixing apples and oranges here. iCloud Photo Library and Photo Stream are two entirely different processes, and they are also mutually exclusive. Here are two support articles that explain iCloud Photo Library and how it works:

What OS X are you running on the Mac? What iOS are you running on your devices? Where are you looking for your Photo Stream on the Mac (what app - iPhoto or Photos)?
We can work on troubleshooting your issues, but we need more info to do so.

I am having similar issues. Just cannot get my photos to upload onto photostream on my Mac from my iPhone.
Have tried turning photo stream on/off and rebooting computer and phone etc.
Can anybody help?!
