Can a itunes balance of a child be used first for them to make purchases rather than the credit card associated with the parent in family sharing?

Store credit will be used first, then the organizer's card will be charged with any remaining balance.
Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card.

Mine has an iTunes account balance. Is this the same thing as store credit? Because whenever my son asks permission to buy something, my cc is always charged. It doesn't look like there's a way he can actually use his account balance?

Make sure that the balance is on the child's account, not on yours. Also, the item being purchased cannot be a gift.
If it is still coming off your CC, contact iTunes Customer Service.
