Q: iTunes U offline videos not saving

I work in a school district, 1-to-1, with 1500 iPads. We have some students who download the iTunes U videos that teachers post so that they can view them at home (These student's don't have internet access at home). They download the video at school, I personally have overseen this happen, and when they get home they get an error saying that the offline version of the video doesn't exist. The videos are usually 100-300MB in size and we have a ton of bandwidth along with a OSX caching server at the school. This problem has only started happening on iOS 8 and the updated version of iTunes U.

 

I have also tried using the offline feature for Google Drive too and that doesn't seem to work either, as a work around. Has anyone else experienced offline files for a few of these apps not working on iOS 8. It is constant with every iPad I have seen so far. We do have configuration profiles on these devices using Apple's DEP. As far as I can tell there are no settings relating to offline files. I have put this problem in with some Apple engineers and they haven't gotten back with me in the last week about it. This whole DEP process with Apple ID's for every single student and iOS 8 bugs has been a real mess for us.
