Photo storage/ usage issue on iPhone

For an iPhone 5S--In Manage Storage, it says my photos take up 1.2G; when I connect to ITunes, it says I have 135 photos on my phone. But when I open my photos app, it says I have 0 photo or videos. Any reason for the discrepancy? I even deleted my texts to get rid of any photos there. And, I updated my operating system today (iOS 8.1) and completely wiped my phone clean and restored it.

iPhone Usage shows Photo/Video of 3.8Gb

Actual number of photos/videos on iPhone is 47

When connected to Windows PC - Internal Storage DCIM shows total of 47 files in 4 folders with a total of 58Mb, which corresponds to the photos/videos actually displayed on the iPhone

However, iTunes shows the number of photos/videos as 487, and memory 3.8Gb

How can this be the case????

Could somebody please explain how I can retrieve the memory capacity on the iPhone ???
