How to access other user's folder/contents?

I have been added as the administrator of this iMac running OX Mavericks. I have been trying to access an existing user's Desktop and Download folders unsuccessfully. The popup kept saying I do not have access permission to see the folder's contents. If am the Administrator, why can't I see them? Any suggestion is much appreciated.
