Need to re install OS X

Need some assistance to re install OS X as my mac pro as I have endless problems. Done the verify and tried the utility repair with no luck. Have backed up and re boot command R commences to down load runs for 5- 10 minutes then says try again later. Repeated this several times with no success. Any suggestions greatly appreciated. I have no discs/cds as I bought the mac new from America loaded, but definitely new came with a 1 year guarantee now expired. Any suggestions greatly appreciated.

OS X 10.9.5

MacBook Air, Mac OS X (10.5.8)

Do a backup. Boot to the Recovery Volume (command - R on a restart or hold down the option key during a restart and select Recovery Volume). Run Disk Utility Verify/Repair and Repair Permissions until you get no errors. Then re-install the OS.

Thanks for your kind respond. I have done all of this as you describe repeatedly, when I attempt to reinstall now says contact apple store??

completely lost as my mac pro is really got bugs in the system. Cant empty trash either says I have 5000 files but hangs continuously hence why I thought to reinstall the system but no luck....
