I purchased a HP 4650 All-In-One Printer Black Friday, 11/2016, the printer has been reset numerous times, it still does not stay set up, nor is it compatible with my Apple Products, I cannot keep purchasing printers EVERY Year.

Pretty much every printer available from commercial a vendor (Canon, Epson, Brother, HP, Lexmark, Ricoh, Dell, Dymo, etc) is compatible with a Mac. Printers with Wi-Fi and AirPrint capabilities are also compatible with iOS devices.
The importance for you is finding a printer with the combination of features you desire; such as: two-sided printing, scanning, resolution, photo capability, and ink vs toner.
Most if not all commercial printers will be compatible with Mac Osx for Laptop and Desktop computers made by Apple.
For mobile devices like iPhones and iPads you need to find a Printer that is AirPrint compatible.

Now looking at a larger 13x19" - I missed out when it dropped to $99 and back to $149.
I did go crazy for a couple months and went with 3rd party ink that have been even better and a lot less expensive - true for most any color inkjet though.
Works with iPhone 5s, Windows laptop, Samsung Note, PC and Mac Pro.
Looking for that answer is like to trying to find a pot of gold at the end of a rainbow. I trawled through masses of customer reviews in Amazon for all sorts of printers when my Canon scanner/printer conked out but found few references to Apple. (A year earlier I'd moved to Apple from a Dell machine on an XP platform and found less functionality available on the Canon when it was linked to the Mac). At the time the Canon went down Tesco had an offer on Epson XP-600 printers so I went with Epson. The unit installed fine but the functionality was a bit basic until I installed it on to the ancient Dell where the offering magically improved - it obviously preferred being run via XP than Lion. The Apple/Epson link that started ok went pear-shaped after a while - it was clear that the new printer no longer liked being run from a Mac but all's fine now (house now on high-speed broadband, printer link switched from wireless to cable, various Lion upgrades have come through plus a couple from Epson). Maybe we get the basics from printer manufacturers rather than stuff with 'bells-and 'whistles' but after 2 and a half years my Apple desktop fires up and runs almost as quickly today as when it was brand new. Eat your heart out ye Microsoft serfs.......
Amazon's product description pages are always full of inconsistencies and errors. Go to the printer manufactures website and get the specifications there. They will include OS X.
All printer manufactures have printers that even include the HP Office Jet All In one. Remember when you have an older printer it is your responsibility to go to the companies Web Site and check for New Drivers that will make your older Printer work with the newer Operating Systems like Mavericks and Yosemite to download the new drivers for your older machine and the newer Operating Systems.
