Q: I forgot my security question

Hi ,

I forgot my security question and i couldn't change it i was sign up with a free account which is i didn't put any credit card but i did buy gift card 30$ and they always asked me to answer the questions before make a purchase , and i go to manage my apple id it doesn't show anything on the left side like edit my question or something but they ask me to send email to varify i did click on send many times but i never received my email and my account still 30 $ i can't even refund .

what to do ?
