There are millions of iOS device users that are running iOS 8 without any problems at all. If you have restored your iPad multiple times and that does not help, I would make an appointment at an Apple Store and ask for their help.
Should you choose to seek their help, read this first.
BY the way, are you restoring as new or restoring the backup? If you are restoring the backup, try restoring as new. Don't just erase all content and settings either, restore using iTunes on your computer.
