i accidently deleted the wrong number on the (search/find my iphone).
now the number is blocked and has a new number.

What do you mean you deleted a number in Search and Find My iPhone? Can you provide more information?

if you deleted the wrong phone from iCloud, then restore the phone from a backup.
iif a phone is lost, lock it so it can't be used by someone else.

What happens when you try to re-activate it? If it can't read the SIM, try removing and reinserting it or get a replacement SIM.

I have done it ...simcards out and insert plenty time and insert other simcards.
the telephone cannot accept simcards for activation.

From your last comment, I see you're having issues with the sim card. If I'm correct, let's try restarting the device first, then a hard reset.
Restarting your device:
Press and hold down on the power button > Drag the Slider to turn the device off.
Hard reset:
Press and hold on the power button AND the home button. Release these buttons once you see the apple logo.
IF doing a reset does not work, let's try taking the sim card out and putting it back in.
If nothing works, you may need to contact Apple support or your carrier. It may be something with your hardware, software or possibly the sim card itself.

What is the EXACT message you get when you try to activate it? You're not providing enough information for us to help troubleshoot this.
Seems to me that you may be either experiencing Activation Lock, or you are getting a message that the SIM card is not from a supported carrier. As KiltedTim asked, what is the exact message you are receiving. It is important to try and finish troubleshooting this for you.

That is almost always a sign that:
a) There is no SIM installed in the phone.
A SIM is required to activate it.
or
b) The phone was hacked or jailbroken to unlock it from the carrier it was originally locked to.
Did you buy the phone new? Did you ever unlock it or have it unlocked? If so, by whom?
that was new and i unlock it myself. only my son tried to erase his iphone on our icloud so we cannot see his conversation on facetime. instead he erase my iphone and start from that time, his number appearing on my screen and mentioned simlock....
my son said that he tried to change the telephone number of my phone to his number by icloud thinking that was his other phone
thats why my telephone suddenly turn no provider and cannot open the lock of my simcard..his number appearing on my screen everytime and lock.

I went to icloud ,( search my phone ) and deleted the iphone from search my iphone then something appeared which said what number do you want to change it to? after i done that ,they asked me if i wanted to add a message i typed -lol- so now if you turn on the phone you'll see the number i wrote and my message ::lol:: now everything is locked and we don't know how to change it back.
