Guest account only allows Safari
I Have a guest account on my MB Air. OS is Yosemite. Guest only allows Safari. Pretty useless. How do I get guest with normal stuff?

Are you referring to FMM in general or on that specific unit? In other words, to access a normal guest account turn off FMM on that unit, or one one of my other iOS devices? It isn't clear to me if FMM is unit specific or else is some general organism spread across all my devices that use my Apple ID?
All you have to do is turn off the FireVault.
go to system preference --> security & Privacy --> FireVault
Ever since MBAir updated to Yosemite problem with WiFi not reconnecting after unit wakes up. Prior OS worked flawlessly. After long hassle yesterday got Genius Bar appointment for this afternoon. GB tech deleted my normal account profile, then let OS recreate it. He said that would fix WiFi problem (it didn't). He didn't touch guest. So I don't know why guest would act this way. Something to do with Yosemite? Can I delete guest and recreate?
That's the "Guest User" pseudo-account created by "Find My Mac." As long as FMM is enabled, you won't be able to use the real Guest account. You can, however, create as many other accounts as you need for other purposes. The data in them won't be deleted automatically on logout, as it is with the Guest account.
That's strange. The guest account of my MBA allows all the apps. You must check your configurations.

I have Find My Mac enabled in my MacBook Air and I can access normal guest account with all apps. (!!!)
