Why can't I up-date my iPhone even though there is over 2.8gigs of room in the account?

I try to up-date my iPhone but I get a message that it can't be done because there is not enough room. There is over 2.8 gigs left in iCloud. I need to back up my phone before I purchase a new one. What should I do?

One more thing ... you should be aware of what iCloud Backup saves and what it doesn't save!
