You cannot set up an iAd Workbench account using this Apple ID.

I tried to sign in iAd Workbench and set up account, but when I logged in, it said, "You cannot set up an iAd Workbench account using this Apple ID. Try again using a different Apple ID that is not connected to an iCloud, MobileMe or .Mac account." What does this mean? How can I fix this?
