my ipod is blocked and when i connect it to itunes on my pc, the icon doesn't appear????????

What do you mean by blocked? Is it disabled due to mesentery of a passcode? If so you will have to restore by using the recovery mode to attach to a computer running iTunes, per the instructions in http://support.apple.com/kb/HT1212 and summarized as:
