I have added my daughter to family sharing, and she can update all but about six of the family apps on her phone. We can't figure out why she can download and or update almost every app, but not about six of them. She gets an error that says "Redownload Unavailable with This Apple ID"

Unfortunately, some content isn't family shareable. I believe it's up to the publisher to decide whether to allow it for their content. To find out if a particular app is shareable, locate the particular app in the app store, click on details and scroll down to the place where it indicates whether the app is shareable.
