How to find cell a number through the ICCID number

Hello, thought I might as well ask my question because it has been bugging me for quiet some time.

(Quick background) So about three months ago my iPhone 5 was stolen. Did not have a passcode, or Find My iPhone.

I paid iPhonetrace to send updates about the phone with its IMEI number. The service gave me updates weekly, and the person who took the phone put a new sim card in the phone (I was given the new ICCID number and compared it with my old one and it did indeed change). I did deactivate the phone and had it put on the blacklist a couple days after it was stolen. So I would think that the person would be unable to activate it again. Anyways, I am wondering if there is anyway to find out the phone number of the new sim card that was placed in the phone. I would like to do a reverse phone lookup once I have the number and retrieve the phone. If anyone has any tips, your responses would be great.

The quick read of several threads seems to indicate that your carrier must do the locating. Your paid service seems fairly capable, do they not offer an added value option for pinpointing location?
