Why has Apple made it SO hard to access Location Services?

Location Services should be on iPhone, on bottom pull up menu, in place of Timer. You could then control GPS battery drain quicker. Now in latest version they have made it even hard to turn off because you now have to confirm closing. At create an easy mode for those who wish to control battery power usage and a longer deep in the setting menu like it is now for those that want to just lock all changes to Location and GPS usage.
