Can't call from ipad using my iPhonej

Double check to make sure that your settings are correct,

On both devices, go to Settings>Facetime>iPhone Cellular Calls>On. Make sure that you are signed into iCloud as well. Make sure that your phone number and Apple ID email address are selected as contacts under "You can be reached by Facetime at".

Did you try closing Facetime completely and then reset your iPad?

In order to close Facetime, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the Facetime app then swipe "up" on the app preview thumbnail to close it.

Next, reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

This might help since it returns all settings to the dfaults. But if you do it, you will have to set all of the iPad settings again including turning on the Settings for Facetime calls.

Settings>General>Reset>Reset all Settings.

When you attempt the call, do you tap on Audio in the Facetime window at the top? Are you also selecting your Apple ID email address under whee the phone number is as a contact address.
