"Send a photo or video message" "Touch and hold <camera> on the left side of the screen. Slide to Camera in circle [...] to take a photo [...]. This is not working for me.

TThat will only work with iMessage and sending to another iOS device. It will not work with SMS and sending to a non-iOS device.
I am using iMessage and sending to another iOS device running iOS 8.
WWhat part is not working? Can you not get it to show up?
When I tap/hold > slide to Camera and snap a photo, it does not go into the message thread.
WWhat troubleshooting have you tried? First steps are to power the phone off/on, then a reset. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone will reboot. Does it work after that?
It's working now. I had to re-activate iMessages.
