I loaded iTunes on my new PC, but I need to deauthorize it from my old dead one before I can authorize iTunes on my new computer. However, the old dead computer was the only one authorized. How do I deauthorize it in this case, please?

You can authorize 5 computers, so you have 4 left to use. When you have used all 5 you can deauthorize them all and start again.
You don’t need to; except for rented movies, you can authorize five computers at once, and rented movies can’t be authorized for a computer other than the one they were downloaded to. If you must, click here and fill out the form.

But I don't have or can't find an option to authorize the new computer. I sign into iTunes, and go here:
I choose Account from the dropdown menu under my name here and I'm looking at the information at the top of the page here;
Here is what I get under "Computer Authorizations:"
Where can I access a place where I can click "Authorize this computer"?

Press the Alt and S keys and choose Authorize this Computer, or click here, follow the instructions, click on Store in the menu bar, and choose Authorize this Computer.
