Q: I Cannot connect to iTunes or Apple Store
Why can't I connect to iTunes or Apple Store on iPad & iPhone?
iPad Air 2 Wi-Fi, iOS 8.1.1

I have the same issue and just resolved it.Close the App Store if it is open.
Settings > iTunes & App Store > Sign Out
Sign back in ... and open App Store, it worked for me!
