Turn off sign up for cellular plan message

I have an iPad Air 2 running iOS 8.1.1 and I CONSTANTLY have a pop up message on my new iPad Air 2 WiFi/Cellular asking me to "sign up for a cellular plan". I DO NOT want to sign up for ANY cellular at this time since I use WiFi only right now. These messages occur about 20x a day and are VERY annoying. They even pop up during video streaming!!!!!! I have Cellular Data OFF, Bluetooth OFF, and I have rebooted twice, but nothing works. HELP!!!!!!!
