What exactly do you mean "wrap text in a circle"? Wrap around a circular object such as a text object, like this:
Just insert the object from the insert menu > Shapes.
If you mean something else, yo will need to be a little more detailed.

No, there is no way to do that from with Pages. you would need to use a graphic program to create the image and then import into the pages file.

Off hand I do not know of an iOS app that handles text art. You may be able to find something in the app store.
