I backed up my old photos onto ICloud before it fell into a pool. I want to get all of those old pictures without deleting everything I have now.

I would use it if it didn't involve me spending around $70.
I hadn't looked at the price but unfortunately I don't think there is another way to get the photos from an iCloud backup without doing a complete restore to an iOS device.
Is there a way I can get my photos on the backup onto my phone without deleting everything?
