I can access the internet with my Mac using my iPad as a hotspot but there is no internet connection on the iPad.

The wifi here is not good, so I am using a cellular data sim card on my iPad which enables me to get access via my MAC but not directly through the iPad. The iPad confirms that I have "Personal Hotspot: 1 connection."

Wi-Fi is off. Bluetooth is off. Airplane Mode is off.

Cellular Data is on.

"View Account" shows only the spinning wheel.

I believe I had this working correctly a few weeks ago when I first got the sim card, but maybe not.

I don't see how the MAC would work if the iPad didn't have the correct setting, so I'm mystified.

Carrier T-Mobile 16.0 (roaming in Turkey)

Does it work when the Mac is NOT connected to Personal Hotspot?

No, it does not. Neither iPad nor Mac connects to the internet if they are not linked together.

I'll add that top left of the screen on the iPad it shows five circles (normally 3 or 4 solid, 2 or 3 empty) then AVEA 3G and sometimes a linked icon followed by 1.

Have you followed ALL the troubleshooting steps here? iPhone cellular data connection issues - Apple Support

Does it work with another browser? Chrome or Dolphin for example.

I'm working my way through your trouble shooting list. Have upgraded to 8.01OS (hope I don't regret that).

Have not yet reinstalled the SIM. Nor contacted the Carrier.

What I don't get is that it must be connected to the internet or the MAC would not be able to use the connection! I don't have any other browser, but none of the apps are working on the iPad - iMail, google maps, facebook, etc. I don't even know if they require a browser or if they work independently. I know I can go to facebook by way of Safari but there is a separate facebook app which I have no idea of the workings of.

First, make sure you update to 8.1.1.

Actually, first try Settings > General > Reset > Reset Network Settings. You will need to log back into all WiFI hotspots and repair Bluetooth devices.

Then update to iOS 8.1.1.
