I am having the same issue. This has happened in two different locations with my MBP.

I doubt this issue is related to the Mac Mini specifically.

I have 44 photos shot with an iPhone 3G that will not upload to iCloud Photo Library. I try and drag-and-drop them onto the web interface and I get the same error message you did:

Upload Failed

44 items were not uploaded due to a network error.

However, I have another 62 photos shot with the same iPhone 3G that upload without issue. And I just uploaded 440 photos from an iPhone 4 without issue.

I thought it may have something to do with certain EXIF tags missing on the photos that would not upload but I have not been able to figure out a pattern when comparing photos that work and photos that don't work.

The photos that won't upload open fine in QuickLook, Preview, and Pixelmator so I doubt the image is corrupted in some way.

I can AirDrop the photo to my iOS device and it will upload to iCloud Photo Library, the photo/video count will be incremented on the iOS device and iCloud Photo Library but the photo will never be displayed in iCloud Photo Library. When I delete the photo on the iOS device the photo/video count will decrement on the iOS device but will remain the same in iCloud Photo Library. When this occurred the following error was thrown in the iCloud Photo Library web interface:

I am also having this problem. All settings on my Mac and devices are correct. Very frustrating!

After considerable attempts, I cured my Network Error problem by renaming the photos from the original .jpg to .jpeg.

The only clue I had on this was that I tried using a program to change a photo to different types (.tiff, .jpg, .gif, etc), and got an error message that told me the photos had to be jpeg.

Don't know if this will work for all, but it did for me.

(Platform used: transferring from Windows 7 computer to iCloud to provide custom wallpaper on the iPad).

I checked and my files are already jpeg; uploaded from my camera to iPhoto. Thanks for the suggestion!

Same problem - easy way out! Uploaded pics to Dropbox and exported them from Dropbox on iPhone to album. They turned up in my iPad and on iCloud Photos. Even so very annoying that Photos doesn't work properly.

I just successfully uploaded the 44 photos that originally would not upload due to the "items were not uploaded due to a network error" issue.

I have found that only certain uploads fail, namely photos taken with a Cannon digital SLR taken back in 2009 and earlier. The original files are jpeg and the upload fails, but if I export them from iPhoto as jpegs at maximum resolotion they upload to my iCloud Photo library without any issues.
