The new photo app for iCloud.com is supposed to allow uploading photos from my PC to my iCloud Photo Library, which will then be accessible from my iPad and iPhone. But when I try to upload photos from my PC I get a message that the upload failed due to "network error." Uploading from the iPhone or iPad works fine. Any suggestions?

I just successfully uploaded the 44 photos that originally never uploaded because of the "items were not uploaded due to a network error" issue.
