LTE toggle gone after restoration on ipad mini ios 6.1.3

I did factory reset my ipad mini before restoring old backup from iTune. During restoration, carrier update download question dialog was pop up in iTune. I proceeded to download it. After restoration, I found that there was no longer LTE toggle available. Please help!!!
