I understand that VoiceOver is enabled and will not disable through settings. I would try to disable VoiceOver via iTunes.
Managing Accessibility features using iTunes
- Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
- In iTunes, select your device.
- From the Summary pane, click > Configure Universal Access in the Options section at the bottom.
- Select the feature you would like to use and click OK.

Dec 6, 2014 7:35 AM in response to jason269by ljf2,Thanks jason for the suggestion,but i asked siri to switch the voice over off and she obliged if anyone else has the same problem.
