I know that the iPhone 5s charger is 1.0 amp and 5 volts but will it harm the phone or the battery of the phone if i charge it with a 5 volts 2.1 amps power bank how will the phone manage this over amperage?

Amps are drawn not pushed the iphone will draw what it was made to draw so the charger would have the ability to have 10amps drawn without lowering the volts without any problem
The only issue you could face is using a mains charger where the Voltage output is unstable
That is not likely with a power bank ...............
