I have an unlocked iPhone 4S that I bought in Canada. I brought the phone to Mexico and currently have a Telcel SIM card and phone number with a "pay as you go" plan. Can I buy a SIM card in Canada to replace the Mexican SIM card and also have a "pay as you go" plan in Canada? I summer in Canada and winter in Mexico so I would like to be able to switch SIM cards and providers from one season to the next.

It's very easy to swap out the SIM card - you can use a paper clip to eject the SIM tray. Keep your other SIM card somewhere safe when you aren't using it.
