Does Photostream remove photos from Ipad once 1000 photos on device?

I am trying to understand ICloud Photostream and how it syncs to the cloud and to my Windows PC.

I have a decent amount of storage on the Ipad so don't want the Photostream to start removing Photos from the Ipad once I reach 1000 photos. I also would like to sync all photos down to my laptop but it only seems to sync the new Photos in the Photostream.

I can see all photos in Icloud.com

Any help / advice appreciated thanks.
