Is it possible to downgrade iPhone 4s from iOS 8.1.1 to iOS 7 ?
Upgrading to iOS 8 was a big mistake, it's unstable and very slow for iPhone 4s, it has many bugs, now it's difficult to connect iPhone to car interface, Device now is completely unusable ((
Version 8.1.1 is better than previous 8.x but, doesn't work normally, like iOS7.
I don't know why, but looks like apple made WRONG decision to approve iOS 8 for iPhone 4s series..

No, you cannot revert to a previous/older version of iOS.
Although it's not convenient nor easy (requires reinstalling of all settings/apps/data/music/etc), you might want to try restoring the iPhone as a NEW device, NOT using a previous backup. This will clear out any issues with errant settings and will give you a clean slate.

iOS 8.1.1 works perfectly in my 4S.
As 8.1.1 works very well for most 4S owners perhaps you should be asking how your phone can be fixed instead of blaming Apple.

No, they didn't. You may have made an error in updating to iOS 8 if you don't like it, but updating your iOS is always your option. It's never a requirement.

I think iOS8 will never work perfectly with iPhone 4s, because hardware is to slow.. so we have to wait while apple, will have realize their mistake and sign iOS 7 firmware as replacement for iOS 8 for iPhone 4s..
It's sad that your phone has problems. My 4S works perfectly with 8.1.1. Why don't you try to diagnose the problem instead of whining?
Because I heard only negative feedback from people, who has upgraded their 4s. But anyway, if your 4s works perfectly, there's should be the way to do something with mine ! Mine is 64Gb, I've upgraded it from latest iOS 7 to first iOS 8 version, then to iOS 8.1(don't remember exactly), then to 8.1.1.
May be I should try to restore phone with clean operating system ? Is it solution ?

Yes, restore the phone using iTunes. Initially set it up as New. Once it is restore try restoring your backup. If it works OK before restoring the backup but has problems after then there is corrupt data in your backup.
