I'm not sure but I don't think debit cards are accepted anymore.
So why when I try to download an app with GET is it asking me to verify my card details?
It's free, they changed the words. Free cecame Get.
Yes it does Gail, but the card that I have on file has been the one I've always had on there and it is updated. When I try to update it it tells me that my payment method is declined and to use another method. The card is a debit card?

I think bob is right. That may be the problem. You can always contact iTunes Support to see if they can provide a certain answer:

Does the free app you are attempting to download have in-app purchases available for it? If so, that is why.

Unless you chose none when setting your mini up you must have a credit card on record. Gail from Maine's answer is most the likely. Or your card may have expired. Beyond that I'm just guessing.
