my phone will not accept the new sim card after i backed it up upgraded the software and erased to factory settings it would not let me restore with the new sim or without

the sim card you currently have installed in this i phone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. this is the message i am seeing when i try to use the phone i had backed it up updated to ios 8 and erased to factory settings prior to this but could not restore as it would not accept the new sim

can anyone help please
