Location-based reminders not triggering

I am on iPhone 6 and iOS8. My location-based reminders are not triggering at all. When I look in the Location Services settings under Reminders I only have the options for 'Allow location access' of 'Never' and 'While using the app'. Surely I need an 'Always' option for the reminders to trigger in the background via geofencing.


All other systems are fine and I have Location-based Alerts switched on.


Thoughts?

This is what seems to help me get it working again. It's a work in progress, but here's what I've done to get it working.


1) Go to Settings > General > Reset > Reset Location & Privacy

2) Restart iPhone

3) Do not go into Settings > Privacy > Location Services > System Services and turn anything off


Turning off options in System Settings seems to enable the bug again.
