Can't delete folders in Camera Roll (on multiple phones and computers)

An employee told me he couldn't delete photos from his phone. I tried on his phone and computer, then on my phone and computer, and confirmed the issue. After some testing with my phone I narrowed the problem down to deleting the folders created within the DCIM folder. In order to delete photos, we must go into each folder and delete the photos without attempting to delete the parent folder. If we attempt to delete a folder, we receive a dialog box, in addition to the primary "deleting..." box, which reads


Title: Error Deleting Folder

Icon: typical Warning icon (Yellow triangle with black exclamation point)

Text: [folder name] could not be deleted. The device has either stopped responding or has been disconnected.

Choices: Skip; Skip All; Cancel


My phone is an iPhone 5S running iOS 8.1.1

Employees phone is an iPhone 6 running iOS 8.1.1

Windows 7 SP1 w/ all updates on both computers

iTunes 12.0.1.26 on both computers

Deletion is attempted in Windows Explorer.
