How do I get contacts on icloud to sync with iphone

Contacts on my iphone 6 only sync with contacts on my Mac, not with iCloud.

How do I adjust the settings to allow the cloud contacts to sync with iphone?

I can see them on my desktop computer so I know they are there

This can happen if your contacts belong to a non-iCloud account, such as Gmail, Yahoo, or an exchange account. iCloud only syncs contacts that belong to the iCloud account. If the contacts appear on your phone and your Mac, but not on icloud.com, then they don't belong to the iCloud account.

If you want to sync them with iCloud, you would have to copy them to the iCloud account from whatever account they belong to now. I can explain how to do this if that's what you want to do.

Check to be sure that contacts are turned on in Settings>iCloud on your phone. If you are syncing contacts with multiple accounts on your phone, also go to Settings>Mail,Contacts,Calendars>Default Account (in the contacts section) and make sure it's set to iCloud. If you made any changes, test your contacts again to see if they sync now.

If all that's correct and you still can't access the contacts from icloud.com, go to Settings>iCloud on your phone, turn Contacts off, choose Delete from My iPhone when prompted (your iCloud contacts will still be in iCloud) then turn contacts back on again and see if they download down to your phone now. If they don't, force-close the contacts app (double-tap the home button, locate and swipe up on the contacts app to close it, tap the home button again), then reset your phone (hold the sleep/wake and home buttons at the same time until you see the Apple logo, then release). After it restarts, test your contacts again.

If it still isn't syncing, save any my photo stream photos that you want to keep on your phone to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save Image (or Save to Camera Roll if you aren’t running iOS 8), then go to Settings>iCloud, tap Sign Out (or Delete Account), choose Delete from My iPhone when prompted (your data will still be in iCloud), then sign back in (your data will download back to your phone). Then test your contacts again.

You're welcome. If your contacts are on icloud.com, you can download them as a vCard as explained here: iCloud: Export contact information as a vCard. This can be imported directly to your contacts if you have a Mac. If you have a PC, the vCard might not be compatible. If not, you might have to create a Gmail account and import them to Gmail (see https://support.google.com/mail/answer/183711?hl=en), then export them from Gmail in a format that is compatible with your PC.

If you have a Mac with OS X 10.7.5 or later, or a PC with Outlook 2007 or later, you can also sync them directly to your computer as explained here: https://www.apple.com/icloud/setup/ios.html.
