When you say, "the members are still in purchased tab in both of the iOS devices" do you mean the purchased content from others is still there? If so, that is expected but you can remove that content.

Any content that your family shared with you isn't automatically removed from your device. You can purchase it again or remove it to free up space on your device.

I didn't download any contents from other members. The members are in the app App Store's purchased list ("Updates" tab -> "Purchased"). Below "My Purchases", there are all members in the Family Sharing I left. Further more, I am able to tap into every member and check their purchases. To avoid any errors, I haven't downloaded any item yet, and I think I am not allowed to download these items now.
This problem doesn't affect new purchasing and updating, but it's annoying when some unavailable list stays in the app.
