What browser are you using?  To view a site locally you need to use Safari or Firefox.  Chrome won't work.

Also some PC browsers don't handle drop shadows and frames very will in iWeb.  A work around for that can be found in this tutorial: iW02 - Converting Photos w/Frames, Drop Shadows and/or Reflections into a Single Image File .  It can help the page load faster.

Thank you, Old Toad for taking up this issue.

In scanning the discussion subjects I noticed that if you have a lot of iWeb web pages, iWeb can do some strange things.

And I've learned from experience that problems arise when the Domain file size is 1.5GB or larger.

So I moved 30 or so web pages to another website and deleted others.  This brought my Domain file size back down to 1.3GB

and sure enough, the problem with drop shadows not appearing went away and my iWeb website is publishing perfectly.

That's the first I've heard of that. Thanks for the feedback.

    Try this one:

Upon reducing the number of website pages in iWeb, my website published perfectly to my local folder, drop shadows and add to cart button included.

However, upon publishing to web host (Yahoo), the drop shadows and cart button drop out.  Everything else in the website looks fine.

    Any thoughts/ideas?
