I think that you have misunderstood this. iTunes match and iTunes in the cloud are two different products.
The purpose off iTunes match is to put music in the cloud and the mentioned article deals with deleting music from match.
Itunes in the cloud deals with iTunes purchases and as such you can't delete them from the cloud but you can hide them. There is a link in the article telling you how to hide purchased music.

It says if you have Match you can delete music from the iCloud and each device that syncs with the account. It doesn't distinguish between music you've uploaded vs. music you've purchased from the store. It also makes it sound like if you don't have Match all you can do is hide your unwanted music.

I agree that the articles to not well written. The confusion arises because of the reference to icloud and does not differentiate between iTunes match and iTunes in the cloud.

I have always regarded them as two separate entities. iTunes match came before iTunes in the cloud. So I was used to dealing with deletions from iTunes match but iTunes purchases where a different matter. You can only hide previous purchases. By the way, I have not found any article suggesting that you need to get iTunes match to remove previous purchases from icloud.
i Have send feedback to Apple for them to review the wording of the article to make it clear that the instruction only apply to iTunes match.
