Deleted cookies.plist

So I have been having trouble with some pop ups and read online who to remove cookies. It told me to go to ~Library/cookies and remove the cookie.plist. What it did not tell me was not to delete it. But when I here the word "remove" I think delete. So I put it into the trash can a deleted it. My computer seems to be working ok. But then again my internet seems to be slow although that could be because I am looking for a problem. I read the cookie.plist will recreate itself. Is that true and if so how long will that take? I have been on the internet for an hour and it is still gone. Now is this bad???

MacBook Pro, Mac OS X (10.6.5), either mac os x (10.6.5) or(10.6.6)

No, it is not bad.

The .plist will be recreated when you restart Safari and cookies well be repopulated

as you visit those sites again.
