control center not working properly

I have an iPhone 5c, updated to the latest IOS. When the phone is locked, I can access the control center. When I unlock it, I can't get the control center to come up. This just started happening in the past week. I've been able to access it in the past with no problem. Not sure what the problem is.

Again. My phone is updated to the latest iOS 8.1.1.
