The Maps app comes preinstalled on all iOS devices. System apps cannot be deleted, unlike apps downloaded from the App Store. There is a chance that the Maps app was placed in a folder at some point. If this is the case you can search for the Maps app easily by using Spotlight:
iOS: Understanding Spotlight Search - Apple Support
In the event the app cannot be found via Spotlight, it may be a sign of issues with your device software. You will have to reset the device to factory setting to restore the Maps app:

It's OS X not iOS. And there you can delete system apps very easily.
But in the meantime I got home where I had my Time Machine backup. Restored it and being fine now. Really a great backup solution. Saved me so many times now
