I have both an iPad mini and iPhone 5
iPhone can send picture messages, iPad cannot
iPad error indicates "MMS messaging must be turned on..."
As far as I know, it is on (prefs > messages > imessage is active)

What could cause this?
Images will show up in iMessage threads on the iPad when sent from other devices (if I send a photo from iMessage on the iPhone or Mac it will show up on the iPad thread as well ... but I can not send any images from the iPad itself).
Error appears: "MMS Messaging needs to be enabled to send this message"
Where is this setting? The iPad does not show any option for "MMS Messaging" in Settings > General > Messages
