If I reset my iCloud Keychain does everything get reset in my cloud?

If I reset my iCloud Keychain does everything get reset and erased in my cloud? My screen broke on my iPhone 5c, so I purchased a new iPhone 5c and now I can not set up my iCloud. I can not approve my iCloud Keychain security code, I've entered tried too many times incorrectly. I don't remember ever having a (4 digit) iCloud security code. So I can't approve on any other device. So am I stuck having to replace my old phone screen and getting my important info and then resetting? Or, what do I do?
