The forums here are manned by volunteer users. Allowing a whole four minutes for a reply is a bit ridiculous on your part.
If the iPhone has been configured on iCloud and it is turned on and on the web, yes.
If not, no.
First time using a forum. I replied to the guy that said he had the same question.
And yes 4 minutes is a bit of a short time to expect a reply.
Now that you say the phone must be on and on the web in order for me to find the lost phone is ridiculous
because how could the lost phone be on the web when it is locked with the sign on code.
I was under the impression that the phone just needed to be on which if somebody found it they might be trying to get in it to use it so it would be on during that scenario. Anyway thanks for the input.
Sorry you feel that way but those are the only ways that Find my iPhone can work.
On TV, they are always able to finding them when those conditions are not met but in real life that just isn't possible.
So really using the lock code is a bad thing when it comes to using the find my iPhone correct?

Actually, not using lock screen is far worse than not being able to find a phone. Without activation lock, a person can find or steal an iPhone and wipe it to factory fresh settings, set it up with their own ID and use the phone with little difficulty. Much as we'd love to be able to find a lost or stolen phone, I'd prefer no one be able to use one they find or steal.
An iPhone is "on" unless you hold down the lock button until "slide to power off" comes up and you power off the iPhone.
An iPhone is "connected" to the web as long as you are in a place where you can get a cell signal or have configured it to use wi-fi in that location.
I have used find my iPhone many times where the phone was not actually on and would have required a passcode to unlock it.
